It looks like HER EXCELLENCY. Definition is Eminent lady. HE is man, REX is king, CY is Cyrus, entertaining C (caput, Latin for head) + ELLEN (girl ‘s nane)

CY is obviously the IVR for Cyprus, but here I think it’s just a common short form of the name Cyrus
