Finding this quite a test! Any gentle hint to the clue beginning 'Oath to depend on...' would be much appreciated.

r-passing - the answer is an ordinary 4-letter word, which can be used an oath. Wordplay is 3-letter 'to depend' with a 1-letter 'fine' inside.

Did anyone else have RASE as the solution to the 'Level stair...' clue? It is a perfectly valid answer. Caused a little consternation in the gridfill.

I did, ukridge, and I imagine many, if not most, others too. It’s a more natural answer and works perfectly well. I’m sure it was deliberate misdirection.

Yes, I had that to begin with too (as did brendan, judging by an earlier post). At least it didn't linger long - unlike the head on/head off answer which was only resolved after the count.

In fairness, brendan gave the correct wordplay, I just assumed it had to be a second thought - the wrong answer is much more likely.
