Two end letters, then add a letter to the penultimate word and drop the first letter/'cap' from its 7 letter synonym (generic).

It would be good to have the number of empty cells confirmed. I am 99% confident that it is ... where 71 comes in the list of primes. (Don't count if you don't want to know!)
