No-one has mentioned 12a: I can find an answer as a short form of a grade of policeman, and 3-letter "drink" but can't explain last 2 letters. Was stuck on 3d till reading helpful post here... never heard of him or any of his works. Didn't notice the theme, and was baffled by 13d till sudden realisation that "top" was a noun!

Last 2 letters are "concerning" or "on" reversed.
