PS - Help parsing 15a - I can see the definition but not the wordplay?

6 down refers to another clue, Dylan.

Can someone explain 7d and 21 across please? Also I’m struggling to believe that my new word at 28a exists! It might be a brand of biscuit.

15 across is a hidden word in the verbal version of the numbers, Brendan

7d - Is hidden in the clue.

21a - 7 letter "canteen" minus "ten" gives a "French city"

28a - 4 letter "down" (as in sad) reversed/"turned" + single letter "accepted".

PS - Any ideas on how to parse 15a ?

21: putting an anagram of TEN into a 4-letter French city (the answer) would give you a word for a cafe

21a - Sorry, I meant 7 letter "cafe" - I was writing what I was thinking:-(

Many thanks for your help Brendan. I was chasing furies in 7d. Re 28 that is the answer I had but the new word begins se and I cannot find it in chambers.

Re 28a - Yes, but don't forget the 4th letter also changes which gives a word that is in Chambers.
