And so 18 across has two cryptic elements. The flowers, less the 8 , equalling cuts with the first letter removed?

yes to 18. 17d is an anagram. Apply your Welsh to the first two words

Thanks: I had Native as the first word, it was the only way I could use what I thought was the Devon town.

henkeeper ... The one-word Devon town has a section internally switched for another, as in the clue.

All done, I think.

Just a niggle with 22d. I have a famous one of three, a theme word appears in the middle, but I don't see the three toed reference.

Reassurance would be nice. Or even correction.
