I haven’t understood what is going on here even though I’ve solved a large number of the clues. Am I correct in assuming that the creator is an anagram of the answer (solved) at 23 across? If so does the name replace the jumble and are other answers affected adversely?

I'm almost finished but can't get 13. Could someone give me a nudge please? Is the second asterisk an 'A'?

Perhaps relating to an author on the subject?

rickye, one of the creator's names appears in the middle of 23 across. Note the preamble: "They must be arranged to reveal..."

Second asterisk is indeed an A.

First three letters are an abbreviation for some possibly obscure patriotic cousins; middle three letters are a synonym for succeed, which should get you there.

So a real word is found within a jumble? I have an F and an R with four blanks in between in 23

That sounds right rickye. The 'R' is part of the name but the 'F' is not

Suddenly it came together! I have filled everything to my satisfaction but have not fathomed the penultimate sentence in the rubric though I suspect it does not matter.
