Oh I've got it now. Some of the cells to shade are common to both the four thematic answers and those to shade in the final instruction. Doh!
Typical isn't it - as soon as I post a query I see how to solve it.
You seem to end up with a messy grid!

Yay! Completed now. Thank you pka1, that was so useful writing out how many in each column. I'd missed the letters in the artist. Doh!

Morning. Am new to the Listener xword, and to this forum. I have the four thematic words and the other 21 cells coloured. Is that it? It isn’t meant to show anything? I even tried a QR code reader!

At the risk of hogging the forum's bandwidth on this...

It shows a radar screen with four returns, from four flying objects of a type. Strips of aluminium are subsequently deployed in a random distribution, obscuring the clear positions of the objects.

Still not happy with an explanation of the title though.
