I do have one final niggle. I can't place one of the "l"s in the 14 letter word. Could someone please enlighten me ?

I obtained the 14 letter word and the quotation earlier today, but I cannot obtain the second letter of the word. I did have two copies of the sixth letter from 9ac and 29ac, and I think that the second is correct. So that leaves 9ac which I cannot parse. Is this the clue which gives you the second letter? Also, I know what the second line of the quotation offers, but I fail to see how that describes the process for coding the unclued answers. And the circled letters seem to indicate an organisation, but I cannot see its relevance. The final circled letter allows an anagram for 37a, and there is only one possibility, but again I cant see how it fits the theme.

I have the Is from 17a, 25a and 3d

Foinaven - the second letter of the 14 letter word is missing from the definition in 9a.

I thought that it must be. I understand the subsidiary indication, which is the last eight words, so the definition must be in the first three words, with this letter added somewhere. However, I cannot see where to put it. I can add it between the last two letters of the first word, but that does not seem to have anything to do with the answer!

Now I see it. I thought I knew the country concerned rather well, but I had never heard of this.

I've completed the grid of clued entries (apart from 26a which may be obvious but I can't fully parse my answer). Think I know the 14 letter word and the 6 circled cells. Also have worked out something that works for 37a. However, I do not have a dictionary of quotations of any sort and on-line I find only one likely quote from a (6 circled letters) where the 14 letter is the second word after 'The'.
Is there any point going any further without finding the right quote? Thanks.

I am in a similar position to Tonynannini. I am fairly certain that one of the L`s comes from 29 down, although I cannot parse it. Where does the other one come from?
