2 x 4 letter answers in top left seem to be interchangeable...similarly in the bottom right...am i missing something?

This does appear challenging. I have 18 answers so far, and still cannot be certain where anything goes. May have to resort to pencil and trial and error.

Bunty, the entries within each pairing of the 4’s do appear to be interchangeable, I agree.
