An anagram with one of the capitals as extra (Scots birds) the def is in the shorter version of the usual 8 letter word for the bird.

Just finished this. Commiserations to any of this year's other setters who had hoped to be in the running for the Ascot Gold Cup. To those who haven't attempted this one because the preamble looked a bit dense, you're missing out on a very memorable puzzle indeed.
