I’m struggling to understand the initial part of the preamble regarding the 6 sets of clues. Are the sets of six as per the printed order i.e. the 1st set is 1A to 13A and so on? Sorry if this is a silly question.

Yes, that's right. 1 to 13, 14 to 28 etc.

In the sets where the clues are out of order, are all the answers entered at other numbers or are some entered at their own numbers?
