Hi lumen - 22 I think is a large (capital) letter used for any number, followed by a colloquial phrase of two two-letter words meaning to be 'privy to' (eg. a secret). 23 seems to be just an encyclopaedia look-up (with appropriate letter-shuffling for the theme) - wordplay is a four-letter word meaning 'to turn' followed by abbrev. for 'old'.

Kirky, if you've got the name from the moved letters in the down clues, you'll know the rhyme whose next words are "something" and "something" - the "somethings" having the same first letter. This letter only appears twice in the grid. If you have got the theme you'll get the significance of the two "somethings" from the long Wiki entry.
