Anyone know how to "sort" the grid please?

I assumed we have to end up with real words everywhere, but I have ground to a halt trying to do this.

yes but sort them how? they don't make any sense at all?

Sort letters within a d__ ,leaving boundary. Go from out to in perhaps

Then I can continue with the grid stare!

The preamble is confusing - '...less chaotic' suggests there should still be a few non-words in the final grid, but all of the letters in the initial grid are recycled to make real words (although a few of the words are pretty obscure). Hope that levels up the playing field a bit.

It's the 2 letter abbrev for south + the usual 2 for Central America.
