Nearly a full grid but stuck on :
20a Car thief and double crosser making little Timothy county councillor
(7) i have 5 of the 7 letters but can't see what the other 2 could be to fit the clue

Just typical ... got it as soon as i posted!!

I have the completed grid and the instruction. If I have understood the instruction correctly it is proving more horrendously difficult than competing the grid . Anyone else feel the same or am I missing something obvious?

I think Turast has missed 8d from the list ... then it vaguely makes sense....4,8,2,2,2,9 ... the 1st and 3rd "2" being abbrevs.
