23 d is 2 letter word for Thus then the last three words are the clue for the last 3 letters

For 25 a it’s using the initial letters of words in the clue. It was a word that was used tediously out of context by Theresa May

I'm starting to convince myself i'm seeing themed words that I'm sure I remember but can't be sure. Only three definites so far.

BTW I'm going 2d for COD. FOI was 1a which made me think it would be really easy. However I ended filling up the bottom half first and working upwards ending with LOI 9a.

I’ve agonised for far too long over 24, especially if, as seems to be the consensus, the parsing involves a spelling error by the setter. Disappointing if so, and it should have been picked up by the editor.

Several derive their names from 8d Spaniards, one which (the current one) is a reversal of the Spanish name.
