16a was my LOI. I thought it was a bit unfair? To is a word in its own right. What tells you to treat it as Tom shortened? Other than that small quibble, I enjoyed this.

Brendan, I also found this very difficult. Everyman seems to be going for a lot of...challenging cryptic definitions these days.
I had to set this aside for a while. Considered leaving it DNF, but relented and managed to fill in the last handful of solutions.

I'm glad I'm not the only one who found this difficult. I'd settled on 16a. as being a shortened word for something that is already small, but there may be other possibilities.

The general idea of 16a came through very quickly, but the details took a long time to fall into place. Confident in the shortened/truncated(=tailless) word parsing.
