anagram indicator

It's probably misleading to even have "high" in the clue since it is not necessary!

Although 2nd word is an anagram of UI + SINCE as well, but since "since" does not appear in the clue, makes no sense!

I guess "High" is the anagrind there then, makes more sense now.

There is also a ? at the end of clue which sometimes indicates a pun of some sort.

2d please? And 23a? Have answers; don’t know how.

2D: First letter of "notes" twice containing "Everyman" + last letter of tolerable.

23A: 2 letters from Nato phonetic alphabet, spoken out loud.

23a sounds like O T (like a grain )
