Maybe it's because I missed this week's prize puzzle and so am not fully match fit, but I found parts of this to be really quite difficult and I was down to 16a before I got a single answer.

4d - I have the answer but can't see where "soaked" fits in?

COD - I really liked 12d and 14d and 9a had me thinking back to how many ..... in a "crotchet", but my COD is 17a.

Brendan, "soaked" must be the anagrind in 4, via process of elimination if nothing else :-). There was also an across anagram (# omitted to avoid spoilers) whose anagrind puzzled me.

Thanks to Everyman. I found this overall easy, but a handful of complex clues extended solving time to above the norm.
Most of the usual EM trademarks, but no Spoonerism?
FOI 1d, LOI 10.
COD 12 over 1a and 14. Also liked 9a, 20 and 23. Didn't know 11, but deduced the solution from parsing.

I think I know which across clue you're referring to and I'm also puzzled by the definition which looks like it should be the first word and the last two, but they could also be the anagrind so I'm not sure.

Brendan, it was that very clue. After much head-scratching I concluded that the clue's first word has to be the anagrind!

Surprisingly I waltzed through this puzzle...thought it much easier than the usual Everyman.
But ended up stuck on 23across and 22down.

I'm with you. Good day. Waltzed, sailed, rattled though this. Lots of easy anagrams. Unheard of 30 minute effort. My COD 17a. Also my FOI was 1a which is a rarity for me but often indicates that the rest might be on the easier side. Oh, and there's my LOI!

I really didn't like 19 across. A little too obvious IMO. Otherwise another good puzzle.

Word searched the last dozen to get this over the line. Some nice constructions along the way.

Can't parse 10a and shouldn't 14d be decrease?
