Isnt 15 defined by the extra word in 2?

21a - Single letter "on" + 3 letter "low-down" - definition is "fruit-growing kibbutz" - extra word "dance"

21 had me stumped for ages as well lumen. It is in Chambers, but only as part of a longer entry.

Guess it's is a proper noun too, smellyharry, so not in word searches.
