A fun device, though I quite enjoyed solving the puzzle the 'wrong' way.
Has anyone come across this device before?

13d - Naughty dog finally sits in chair with African mammal (4,6) ???R ???U?K (I have other letters but they could be either/ors)

If I've got the clashes correct then the letters I've shown should remain unchanged, but I can't find anything in Chambers that remotely resembles a possible answer - have I gone wrong?

Not encountered exactly this device before, tho I have a vague recollection that the entity on which it is based has featured in a different guise. What never ceases to amaze me is not just the devices themselves that setters invent, but how they manage to construct entire coherent puzzles that incorporate them. How long does that take?

I’ve finished the puzzle but I have one loose end.
I have generated 14 letters and I can see a well-known inspector but the rest of the letters don’t make any sense.

Can someone help me with my endeavours?

I normally complete the Genius (and The Listener) but I'm afraid Qaos has me well and truly beaten with this one. I've cold-solved over half the clues, entered many of them, got a few clashes but have ground to a halt now and spent a couple of fruitless hours trying to make further progress. Not sure that I want any nudges (yet!) but came here hoping to find a few others scratching their heads too. Ah well, onwards and downwards, I suppose I just need to try and solve more clues and see what emerges. Maybe ignore all letters in the grid so far as they're proving a distraction?

Puzzledbadger. Resolve the 14 into a set of 7 mutual substitutions and consider how the particular Inspector might code them.
