-E-T and the best I have is BELT, though that doesn't sound like another word for idea!

I think you’re right about Belt. I think “sound idea” is just a clumsy homophone indicator. Bags are trousers, so male bags (trousers) would be held up by a belt

The final crossword in this run of 1974 Times cryptics is a real pig - used as an eliminator for the national crossword championship that year. So I shall break my readers in gently...
