I have completed and submitted but I can't work out how the police come in to the answer to 5 down. Can someone put my mind at rest?

Virtually completed the grid and got the endgame. Am chuffed as needed no help this week (proof that it must have been an easy one!).
I have an O for the unchecked 3rd letter of 5ac but could it be an I?

I have the I - from moving/cycling the 'small children'. I don't think the O works.
