I don't understand the instructions, or is the grid wrong? Can anyone explain? Thanks!

I am scratching my head in exasperation!

I ignored the numbers and just slotted the answers in jigsaw fashion and it works fine.

Not entirely sure what the symmetrical, two ways, means though.

Start with 15a which will be in the correct place

...or perhaps not

The online version is very misleading. The paper one is clearer, showing that there are two Is (6 letters each) and two Qs (4 letters each).

I've finished it, but I can't work out which two clues indicate the right orientation. Any clues?

I thought 'G' might give a clue to the orientation as the solution is an up-and-down sort of word. Also one of the 'Q' solutions is a sort of homonym for a word meaning to descend.
