Hello, Elle,
Churchill has just run but did not trouble the judge!
3d, is a good clue.
Yes, anagram of "hot war", and to get it "hot war" is wobbly (anagram indicator).
In effect, "hot war" is being used twice to reach the answer.
I think the ? at end of the sentence is an indicator, too. OK?
15, "Ennobled". The poet is John "Donne", the French is "le", "b" for book. "Pens" means encloses. From the South, means reversed.
So, "Donne" encloses "b" + "le", reversed, giving "ennobled".
Do not admit defeat, there is always a solution!

A reverse anagram is a type of clue where fodder and the anagram indicator are supplied by the solver in the answer and the end result of anagramming is present in the clue itself, along with the definition.

Sorry about your horse!
I love your "did not trouble the judge"!
Well, I will first admit to the fact that 15d was straightforward and I was being (very) dim!
But 3d has opened a right can of worms for me......
I had no idea that an anagram indicator could appear in the answer, and NOT be in the clue!
I did not know that such a thing as a "reverse" anagram existed!
I still find it strange that I have never come across this (apparent phenomenon)before?
I know I haven't been doing cryptic crosswords all that long...but I would have thought that someone, somewhere, would have mentioned its existence?
I'm gobsmacked!!
You will be despairing of me!

I have had lots of experience with horses "not troubling the judge"!
That's why I tell folk not to gamble.
It is a mug's game!
Now, 3d, I think the "?" is playing a part on the road to the answer, too.
There are no hard and fast rules governing crossword puzzles, Elle.
You know my views on giving names to certain types of clues.
I am not remotely interested in them, but if you feel it would be helpful, by all means use them.
You have made great progress since you moved to doing The Times puzzle, so do not let one unusual type of clue throw you, or "throw a wobbly"!
Crosswords puzzles are meant to be a bit of fun, in my view.
Don't take them too seriously, is my take on them.
