I had no clue about how to parse 11a until the hints here led me to guessing about who Mr Warne might be. It doesn't work for me - sorry Everyman!

11a: Are the quotation marks the indicator that this one is a homophone?

The only one I can't parse is 3d which no one seems to have a problem with so it must be obvious....?!

I can guess the answer from half of the clue but the first half has me stumped.

The first part of 23a is the homophone indicator I think. So the word for furrows brows sounds like lice.
