Before life gets too complicated with trying to organise answers today I need help with El Salvador flag primarily expresses passion (5) (ans begins p q or r)

Two initials after (scruffy) 3 letters for 'flag'.

I can find only 40 cells to highlight as one is used twice.

'Lost' means it's archaic - 'stage' is the usual 3 letters.

Jogamel. The 'staff' is the usual three-letter stick and 'off'indicates a word to beanagrammed... The deifnition puzzled me for a minute or two.
