Not what I'd call a piece of 2. The gentleman in 13 was scarcely more deceptive. Still not sure of the parsing of 8 but it sort of makes sense.

"I see you" in 8 is a parting expression.

@ChrisE. It's a long time since I lived on merseyside but I should have seen that!

In typical Paul fashion once I got 50% through, the rest started to slot in place though many I still can't parse including 16d.

I think I found this a tad frustrating probably because it was a bit difficult for me not because I think Paul did anything wrong though I stand by my questioning of 9a as a definition. All in all it was very clever.

FOI 10a. LOI 1d

COD 23a

Thanks Paul for 8 taxing hours of my life I will never get back. But in a good way.

Hi Rocky,

16d - I think you need anagram the answer

...or just read it upwards? Not a strong hint in the wordplay, though!

.... actually, I think you just reverse the answer to get the definition.

"upside down" is better than "reverse"!

You're right Chris but having never having had an 'upside down' one meant I completely overlooked the obvious:-)

Yes, as chrise hints the theme is essential to the direction to reverse.
