chrise re syrup - but my point is that the first words of both phrases are commonly used to stand for the word in question. As in “ ‘ave a ….. at that geezer - ‘e’s wearing a …..!’
(Trying to remain subtle here, but the game has probably been given away a while ago).

Isn't syrup a shortening of a popular constipation remedy, the last word of which rhymes with the target word?

I don't have the solution, but after reading here I though that was it.

My point was that you have to go from "syrup" to what it's slang for, then to another slang word. Seems a step too far to me.

I'm not convinced by my answer to 17 - I have a horse - but 18 is an anagram.

I think the definition of 17a is the last word ; and 18d is an anagram of 2d and "tart", the last word also being the definition.
