Ah, Victoria? Awful clue!

A Spice Girl’s sobriquet?

What I call a very clunky clue ChrisE. All a bit cobbled together.

I cheated and looked up 28ac on line. I see that I have to revert to my original spelling for 24d, though I can't see where Jack comes in.

jack=tar=ordinary seaman
another poor clue - all in all not a good pizzle, but I'll forgive it for 4d.

A 2-letter abbreviation for the lowest rank of sailor

After a slow start , found this a very enjoyable prize crossword.

Thanks for popping in. You can’t please all the solvers all the time. I really enjoyed it, my only quibble being 24d, simply because the more usual spelling also fits the clue.
I’m only sorry that my only real knowledge of the theme is that it features on a Half Man Half Biscuit track. My loss, and I will belatedly give them a go, inspired by your enthusiasm.

I agree, when IC died it was a real shock.

Fun story: I was in Marbella back in the 80's and NW were playing so went along. I'm standing chatting with my friend and I hear a northern voice behind me say "so your cockney b****rds eh" - I turn around and it's none other than BS. He was really nice, we chatted for a few minutes and then Gillian came and asked if he wanted to do so charlie before they went on - he did, and didn't invite me! Oh well.
