Alvin, it's always good to give the clue - it helps those without a copy.

21 D. Morgan's ulitmately lacking balls - clown! (7)
Pier(s) (Morgan) and Rot, balls. Pierrot, clown.

New post, not a reply:
Have "completed" Eye Crossword 773 but cannot fully justify two of my answers.
28ac: Fail to achieve the required amount of sporting bras etc.
U?D?R?E?R
Obviously underwear as indicated by definition "bras etc"; but "amount of sporting" = "wear"? How come?
19d: Fitting up Cardinal Howard and Cyclops.
I? O?D?R
Looks like "In order" which, reversed, makes RED (Cardinal?) RON (??) I (Cyclops). Even if RON were explained I still wouldn't get it.
Please bring your wisdom to bear on this, thanks, JT

RON Howard was an actor in "Happy Days", and more recently a renowned film director.

"To sport" can mean "to wear" (clothing).

I was sporting a poppy in November, I was sporting a daffodil on St David's Day - sporting = wearing seems fine. 'Under' is fail t achieve the required amount, I think.

19 Ron Howard was only a name to me, but Wiki showed me that he is very famous - lots of awards for films and ... stuff.
Fitting = In Order,

It's up,in the clue/upwards rather than reversed as it's a Down clue.

I think it's just UNDER WEAR - fail to sport enough
