Ha - flour homophone confirmed the answer to 30!
Now have answer for 26, with tissue as the definition. Get 'is wrong' (reversed) but can't get the Cyclops bit. . .

21a Popular old monarch having it off with a sloth.
I?e?t?a. Think it is inertia being In=popular and a at the end. That leaves erti and I'm guessing it is an old monarch where you take it out -but can't think of who that would be.
2d Maybe King Brian's entourage amounts to sod all in short . C?u?t.
Must be court but why?
