I read 12 as just a cryptic definition (or dd?). It's a phrase often spoken by, say, policemen to presumed miscreants, likely to produce the opposite response. Interesting to see the other parsings.

12A kind of reminded me of the guards in Oblivion, when you have stolen goods in your possession: "Stop right there, criminal scum!". Apparently they will follow you into Oblivion gates and follow you into lava to apprehend you ;)

12a I think it’s just a play on the last word which can mean both quick-moving and fixed - a rather nice observation
