BATS IN THE BELFRY is a double def.

To have or be BITB is to be crazy, and I suppose they would be a problem for the parish council, if they prevented them from ringing the bells.

Incidentally, BATS is a neat segue to CLUELESS 561 … come on over and have a go at composing you own clue!

Never heard those definitions of RUTH and CABLE.

Only time I'd heard of Bats in the Belfry was in the title of a 1940s short cartoon.
