What I'm getting at is that I think that after you've filled out the grid and found meaningful answers for the unclued lights, there's still another layer to this infuriating puzzle, namely, "enumerations indicate lengths of clues' full solutions". In order to claim that you've completed the challenge, you've got to find these 'full' solutions. Taking 13D as an example and having decided on 'r----- ' as a solution, I offer the following 13-letter solution 't-- r---- t----'. But I'm unable to find equivalent solutions for the other three unclued lights. Am I seeing a challenge where none actually exists? If so, what is the meaning/purpose of "enumerations indicate lengths of clues' full solutions"?

Pragnard - The reference to 'full' solutions, indicating the need for modification before entry, applies to only one clued light and I would suggest that, with a 14 x 14 grid, it's pretty obvious which clue that must be.
