I'm also still unsure about 13a.

East London is a city in SA.

Hi MPRS,

East London is a city in in the Easter Cape in SA.

13a - First letter is from "minute" the "IN" from the clue + last 2 letters are an old Roman coin that would be spent in the Forum (a Roman marketplace) - definition is "sums in Angora" (A Greek sum of money)

Oh, so three is an extra word. That's what was throwing me. I had e as an incorrect letter, having found the quote, but couldn't figure how. Thanks once again, Brendan. I owe you some 13a.

This was about the right level for me and all done. Can someone help me parse 15 across? The answer follows from one of the characters. Is the wrong letter in the third word which, when amended, gives a synonym of the answer? If so I can't see where the rest of the clue fits.

That’s correct William. It is also the reverse (westward) of a “bearing”.

It's the last 4 words of 15ac that provide the definition.
