First 2 letters a common crossword abbr. for "bill", 3d letter a common abbr. for UKP, letters 4-5 a crossword abbr. for "fine" (with I used in place of 1). Sometimes it happens...

I'm unsure about my solution for 3D. Would anyone care to hint at the parsing? Does it contain an obscure theme word?

Leonine, 3d has a 4-letter theme word, but I don't think it's obscure.
[A surprised comment about a 2-letter abbreviation for 'races'] all around theme word + 'a note'.

39a - any tips would be gratefully received fed, even though it's such a short answer. I've got ?a?a, and can't get past one answer hitch I can't justify.

Ianwil, your letters are correct.
The theme starts with that 'o' and ends with the 'l'
Comic squeals are usually followed by "… a mouse".
