It's a mishearing of a Scottish folk song. 13d is now the name given to this sort of mistake.

Well I'm completely up the spout on 2d etc. The song title I've got doesn't fit into 16d but I'm not a fan so have probably missed something obvious.
A broad steer would be very welcome.
