I have solved a few clues but a lot of guesswork seems involved.

There is no mention of Chambers - are answers in it?

It's a beauty, and well worth struggling on. Chambers isn't usually mentioned in EV preambles - it's taken as a given (itself an interesting clause). Enter what you can on scrap paper until you have enough to build a possible jigsaw. I found getting 1D very useful.

I have first part of 1d but not second.
How long is the longest across clue?
All down clues cannot be greater than 7.

I think "Shakespeare's agreeing fourteen characters in Globe at outset" is a single clue.
What is fourteen characters?

could 14 characters mean A TO N (abcdefghijklmn) then with the E from outset of globe we have atone ?

Longest clue is 7 letters

1d Account is abbreviation ACC. Mongol leader.

Fourteen characters means travelling fourteen spaces in the alphabet (for instance, three characters could read as Q TO T)
