Exactly the same procedure here in Surrey and my local council and Richmond on thames. Pointless to waste money and time trying to speak to someone when no application has yet been made.
As well as informing neighbours, most councils put a notice on a nearby lampost or tree or gate
post or some such........

You have been very patient, Rusty, listening to my tales of woe regarding planning permission and building regulations.
Thank you......I much appreciate that!
The whole issue is not as simple, though, as many people appear to think.
There is a process called "Permitted Development" which allows the houseowner to carry out alterations to his property provided he stays within certain limitations ....
And in these instances , the Council is NOT required to notify the neighbours!
Nor post notices to lampposts!
According to the solicitor , quite a lot can get by in this manner before the neighbours have the chance - or even see any reason - to object.
We were thus warned to be vigilant and try to pre-empt what we could.
When, of course, we can find an official to whom we can object!
Yes, I think you are right, Rusty, in that writing a letter to the Council official, notifying them of the houseowner's plans to convert the property from a house to various flats, might well be the way to go.
The attitude on this is very clear....no such event can take place WITHOUT the necessary planning permission......
So if the Council is aware, from the beginning, that this is the intention...then maybe nothing else would be able to slip under the radar.

Good afternoon, Elle!
I have heard of the Sicilian Vespers but not Sicilian crepes!
What sort of things are they?
I have no experience of planning departments etc and the procedures may well be different where I live.
I would have thought there must be someone on your Council who deals with enquiries from the public?
Have you tried Citizen's Advice?
I have read of the odd case here, where work went ahead without planning permission, or with unauthorised changes to the planning permission, and the perpetrators were compelled to comply with the regulations, even having to knock down extensions etc.
Keep bashing away at them!

She has male pacemakers organised.
Did Paula have male pacemakers, I wonder?

If you lived in Guernsey or Jersey (or Sark), you could oppose any
project within a few minutes! You would have to wait for the
builders to actually commence work first though.

This custom is still in effect, and I have seen it performed in the
High Street, Guernsey, by the neighbour to a building project,
mainly because he had a restaurant, and he feared it would do
him wrong.
Anyway, the work stopped there and then, and they all had to
follow the procedure described in the link.

Hi, Rusty!
A Sicilian crepe is a thin pancake, filled with three different sorts of cheese - or so it is described at the restaurant!
Delicious!
I had four of these (folded over), chips and a lovely salad.
I shall not require any dinner!
Mary Keitany won the Women's Marathon last year , didn't she?
Now I was looking up about using male pacemakers, and found this

A couple of points on Planning permission.
If the work on the building is such that permission is not required then it could be that the council are not required to log the work.
I have found that the local councillor is often helpful and may be able to arrange for a council employee to call you and explain the actual and legal situation. It's not in their interest the unhelpful.
