I suppose that 21 down (Priest not totally in charge is at the forefront of religion) ends up as 'Islamic'. Is this so, and if so, why?
I can see that there is a Religion (Islam) and ic for in charge but where is the priest?

Perhaps I shoconted the 5 Towns which had already been revealed - but even so, I doubt that I'd've got the answer.
