Is w an official abbreviation for with? I haven't come across that.

I have a full grid and the theme but need to do a bit more work on the instruction.

A couple I can't parse, but the one which is really annoying me is 28a. I'm assuming that the first word generates 3 (4 less 1) letters at the start but I'm damned if I know what word it is. I'm pretty sure I know what the second, unchecked letter is, but I don't like guessing. Any hint would be gratefully received.

The third letter is omitted from the part of the answer generated by the first word of the clue, if that helps
