I am almost certain that I have the right answer to 29A, as fits with the definition, but I can't parse the wordplay at all, even after sleeping on it. Could someone give me a nudge?

Helviticus, read 29a. as "start appearing" + "Miss Saigon, possibly". "West" is a placement indicator.
