I wrote in the solution to 17a (it's a frequent guest), but had seen Hancock in a number of puzzles. Private Eye (of course) and various dailies, esp. compositions with political themes.

Can some kind person parse 4D for me?

Parses as 4,1,4. The first 4 is ‘coming’….
