The clue has an extra letter in the word play.
Papers I set identifying stupid person (5)
Idiot is the answer but I cant parse fully.
Papers = id, I=I , ?

If the wordplay produces an extra letter, 'set' could be 'lot'

Tact, a stroke (and in Chambers). Cat was the whip, raised, and T, time. I don't know what the rest means!

I believe the definition is actually “a stroke in time”, in Chambers. So it’s CAT reversed plus D T (last letters of second eight). The D is extra
