But I don't understand how clue 15D works.

Can someone please explain what "What the crossword setter sees as exquisite" has to do with the answer?

I just remembered that I didn't understand how the clue for 6D works, either: "Book with the writer supporting N. African capital — *not* about Kenyan city". Although the answer is clear.

If someone could please explain that clue, I would certainly appreciate it.

But (I should've looked first) now found the answer among earlier posts. It uses an idiom I had never heard before, but am happy to learn.

This one started off so quickly for me, but I've ground to a halt on the last 2/3. 21d and 23a, not helped by the fact I can't determine the tense of my answer to 16d.

I've had trouble in this southern part in any case, as I started off with an equally appropriate phrase fitting the 'truth' of 22a, now corrected.

So any help with 23 would be appreciated.

Or if not, does the definition incl 2 or 3 words at the end of 21d. I have a word that fits, but it messes 23. (or at least the quick solve can't find it.)

Hi Fernie,
The definition in 21d is the last three words. But note there are two different spellings (depending on country). This may help with 23 the last two letters of which are the usual two letter abbrev for “that is”.

There are several words that can count as an anagram indicator and the obvious one here is broken. But, don't be deceived. Here, the anagrind is merry and the word to be shuffled is broken, after skipping its starter.

Thanks Swarbrules & Jono. I had a blind spot in 21 when reading the generic S term as the specific country, and expected an A at the end. I mostly use the term Nordic.
