The earlier poster didn't give the clue for the Winerack/Hipflask, and I couldn't be bothered hunting it down!

There are two clues giving my little braincell a bad time. 2/24 Down Fail to separate oddballs, as Republicans do around Trump (5,5) and 10 across Cats start to tongue Harry which encourages mouse activity (9)
Any help is appreciated. I think 10across begins with C
