I am nowhere near completion today, with just a hint of an idea. Help with 11a would be useful:
Opinion without dispute (5, two words) I have B?T?O
Also 26d: dead spirit haunting very cold place (after leaving Taiwan) (7)
I have A?I?T?
I am aware these letters may be totally wrong…

11a. Be two? Opinion = bet and without = wo.

Need help with 16a. Scots last lament in suburbs of Dundee (4)

11a You'll find it in the entry for 'two' in Chambers.
26d for 'spirit' it's the musical term (with the 'r' extra).

16a - a 3 letter word for 'lament' with its 'u' extra.

16a - 3 letter "lament" minus extra letter in 2 letter "suburbs of Dundee" - definition is a Scots term for "last"

Sorry .... "lament" inside "suburbs of ...."
