As usual I find myself with one or two short of completing the grid. So frustrating to say the least ! I would be grateful for any hints to the following two clues starting : "Action bureaucratic.........." and "Orders courts.......". Thank you .

First one - triple definition (Chambers is your friend)

Next - definition first word

I’m having the same problem. I’ve spelled out the instruction but can’t figure out where to apply it.

Arv, Look for 2 intersecting clues where you could apply the instruction, and leave real words.

Your suggestion is helpful, but I'm thicker than usual today. It's the last three words of the instruction that confuse me. I can't find a way to apply the instruction to achieve this. Hard to explain without being too explicit, but hopefully you get my drift
