Initial scan suggests this could be quite tough, I can only find 60 numbers less than 200 that satisfy the criteria in the preamble (not the 61 quoted), which is not a good start....

Didn't think this one quite lived up to Elap's last Listener numerical, but maybe that was a high bar in terms of endgame-payoff to meet. Nevertheless, thanks for the puzzle, Elap. I suspect (could be wrong) that folks who aren't doing a bit of coding to help them on their way might find this one a bit of a trudge, in terms of both gridfill and one component of the endgame.

I have a complete grid fill, but I have no idea what "uses a different parameter" means. Can this be explained without giving anything away? (I have the coded message.)
